Mrs. Wilma O. Hart Smith is the Recorder of Deeds for the District of St. Thomas and St.
John, having been appointed to this position in April 1996. A legal assistant and notary
public, Mrs. Hart Smith furthered her education at Bryant & Stratton Business Institute in
Buffalo, New York and completed the University of the Virgin Islands' Legal Assistants
Program in 1989. With over 30 years of experience in the legal field, she has worked for
several law firms prior to her present position.

Mrs. Althea Pedro is the Recorder of Deeds for the District of St. Croix, having
been appointed in November 1999. Upon graduation from St. Joseph's High School
in 1984, she began working as a summer student in the Recorder of Deeds office. After the
summer program was completed, Mrs. Pedro was hired as a permanent employee as a Real
Property Records Clerk. Later, after many years of outstanding service, she was
promoted to Real Property Records Officer.
